Delhi HC directs PWD to inspect conditions of toilets in all jail complexes in Delhi – World News Network

New Delhi [India], August 8 (ANI): The Delhi High Court’s bench, led by Acting Chief Justice Manmohan and Justice Tushar Rao Gedela, has directed the Delhi Public Works Department (PWD) to inspect the conditions of washrooms and toilets in all jail complexes in Delhi. Additionally, the court has instructed the Delhi Government to ensure the appointment of sufficient staff for the regular cleaning and maintenance of these facilities.
The court was dealing with a petition that raised concerns about inadequate facilities for inmates in jail complexes.
The authorities’ report, which was reviewed by the bench, indicated that there had been no incidents of manual scavenging by inmates. However, the report also revealed unsatisfactory conditions in the jail washrooms, with cleaning being performed either voluntarily or inadequately compensated.
Court noted deficiencies in cleaning equipment and toiletries, as well as some toilets being non-functional and in need of renovation.
The court also directed the Delhi Government to consider seeking assistance from NGOs or hiring contract workers to manage toilet cleaning in jails, if needed. The bench also ordered that inmates performing voluntary cleaning work be paid at least minimum wages.
Additionally, the court mandated the provision of cleaning gear, such as gloves, masks, and boots, along with necessary toiletries for inmates involved in these tasks. The court also instructed that the inspection of washrooms be completed within two weeks.
If any renovations are deemed necessary, proposals for such work should be submitted within an additional two weeks. Renovation should be carried out in phases to ensure that washrooms and toilets remain accessible to all inmates throughout the process, said the court.
Additionally, the court ordered the immediate construction of septic tanks if required, and mandated that all renovation work be completed within four months.
The court also instructed the Delhi Government to increase the number of toilets if needed. The government was directed to submit an action taken report within eight weeks. The case is scheduled for review on October 22 to ensure compliance with the court’s directives. (ANI)
