Backward Class-B to get reservations for PRIs, municipalities in Haryana – World News Network

Chandigarh (Haryana) [India], August 5 (ANI): In a significant move towards ensuring social justice and equitable representation, Haryana government, under the chairmanship of Chief Minister, Nayab Singh Saini has decided to give reservations for Backward Classes of Citizens Block B (Schedule-II) in Panchayati Raj Institutions (PRIs) and Municipalities across the state, according to an official press release.
The reservation for Backward Classes Block-B will be implemented based on the recommendations of the Haryana Backward Classes Commission. Presently the BC-A population in the state is 18.93 per cent and the BC-B population in the state is 15.05 per cent. The State Cabinet has accepted a report outlining the proportion of reservations for Backward Classes of Citizens Block B (Schedule-II) in the PRIs and Municipalities.
As per the report, the backward classes of citizens Block-B also require the support of reservation on the pattern of backward classes of citizens Block-A in local body elections.
For Panchayati Raj Institutions, the report has recommended, the office of Panch in every Gram Panchayat shall be reserved for the backward classes (B) and the number of seats so reserved shall bear as nearly as may be the same proportion to the total numbers of seats in that Gram Panchayat as one-half of the percentage of population of backward classes (B) to the total population in that Gram Sabha area, added the release.
In case the decimal value is 0.5 or more it shall be rounded off to the next higher integer, provided that every Gram Panchayat shall have at least one panch belonging to backward classes (B) if its population is not less than 2 per cent of the total population of the Sabha area.
Five per cent of the total number of offices of Sarpanch in a block and rounded off to the next higher integers in case the decimal value is 0.5 or more shall be reserved for backward classes (B).
The offices of member shall be reserved for the backward classes (B) in every Panchayat Samiti and the number of seats so reserved shall bear, as nearly as may be, the same proportion to the total number of seats in that Panchayat Samiti, as one-half of the percentage of population of backward classes (B) to the total population in that block. In case the decimal value is 0.5 or more it shall be rounded off to the next higher integer.
The offices of member shall be reserved for the backward classes (B) in every Zilla Parishad and the number of seats so reserved shall bear, as nearly as may be, the same proportion to the total number of seats in that Zila Parishad area as one-half of the percentage of population of backward classes (B) to the total population in that Zilla Parishad area.
For Municipalities, the report has recommended, the office of Councilors in every Municipal Corporation, Municipal Council and Municipal Committee shall be reserved for backward classes Block-B of citizens and the number of seats so reserved shall bear as nearly as may be the same proportion to the total number of seats in that urban local area as one half of the percentage of population of backward classes Block-B of citizens to the total population in that urban local area.
In case the decimal value is 0.5 or more it shall be rounded off to the next higher integer, provided that every municipality shall have at least one councillor belonging to backward classes Block-B of citizens if its population is not less than 2 per cent of the total urban population of the local body area.
Five per cent of the number of offices of Mayors/Presidents shall be reserved for the backward classes Block-B of citizens in the Municipal Corporations, Municipal Councils and Municipal Committees. It shall be rounded off to the next higher integer in case the decimal value is 0.5 or more.
The report has recommended that backward classes of citizens Block-A shall remain intact. (ANI)
